University Health and Safety Committee

Function

  • Provides advice and support on matters of policy and procedure relating to health, safety, and security for the protection of life and property where Washington State University is responsible, and for the implementation of health and safety regulations set forth in state and federal laws and rules
  • Coordinates and communicates about health and safety policies, procedures, and issues involving all University safety committees, including regional campuses and extension units, to assess implementation of health and safety regulations
  • Coordinates and facilitates communication between other WSU health- and safety-related committees, including but not limited to regional campus, college, departmental/unit safety committees, Institutional Biosafety Committee, Institutional Animal Care and Use Committee, Radiation Safety Committee, or other presidential and University committees on safety and health issues
  • Reviews University health and safety issues annually
  • Sends proposed policy changes or proposals that require funding to the University Health and Safety Executive Board for decision and implementation
  • Reviews annual safety and health statistics and campus safety information provided to students, staff, faculty, and visitors for effectiveness and makes suggestions for improvements
  • Establishes subcommittees for specific issues
  • The committee meets monthly.
  • A quorum of greater than 50% of the voting members is required to conduct the business of the committee.

Composition

Voting members

  • 1 voting member representing each academic college
  • 1 voting member representing WSU Spokane, Tri-Cities and Vancouver which would rotate each biennium among the campuses
  • 1 voting member representing the Honors College, the Global Campus, and the Libraries which would rotate each biennium among these areas
  • 1 voting member representing the U.S. Department of Agriculture/Agricultural Research Services safety committees
  • 1 voting member representing the Associated Students of WSU (ASWSU)
  • 1 voting member representing the WSU Graduate and Professional Student Association (GPSA)
  • 1 voting member representing the Administrative Professional Advisory Council
  • 1 voting member representing the Washington Federation of State Employees (WFSE)
  • 1 voting member representing the vice president for business and finance
  • 1 voting member representing the vice president for research and the dean of the Graduate School
  • 1 voting member representing the vice president for student affairs, equity, and diversity
  • 1 voting member representing the provost and executive vice president
  • 1 voting member representing the Women’s Transit and safety advocate coordinator

Non-voting members

  • 1 representative each from Capital Planning and Development, Environmental Health and Safety, Facilities Operations, Housing and Dining, Human Resource Services, Police Department, Radiation Safety, Residence Life, Student Health, Biosafety officer, Emergency Management Coordinator, Fire Marshal, and U.S. Department of Agriculture/Agricultural Research Services (USDA/ARS) Occupational Safety and Health specialist. These units will provide technical assistance to the committee and executive board but will not be voting members.
  • The Environmental Health and Safety Department will provide the committee secretary.
  • The committee will ask each of the following community affiliates to provide a contact person to offer advice, information, and support to the committee: Pullman Fire Department, Pullman Regional Hospital, and Whitman County Health Department.

Tenure

  • Voting members of the committee shall be appointed by the University president to staggered 2-year terms. ASWSU and GPSA student representatives will be appointed to 1-year terms.
  • Terms are from August 16 through August 15 of the following year.
  • Every March, the committee secretary will send an email to the administrators of the represented areas whose representative has reached the end of his or her term and request that they reply by March 30 with either a confirmation of the current representative for another 2 years, or nomination of a new representative. The committee secretary will compile the responses and the committee chair will forward the proposed membership changes to the Office of the President for approval and appointment.
  • At the April meeting, the committee chair for the next year is elected by the committee. The chair is responsible to the president through the University Health and Safety Committee Executive Board.
  • When a committee member leaves his/her position or employment at the campus, or is absent for an extended length of time, the member will notify his or her nominating administrator and/or the committee secretary so that a replacement can be nominated to serve the remainder of the term. The administrator should send a memorandum to the president nominating a replacement member and copy the committee chair and secretary.
  • If the committee chair leaves this position or employment at the campus, or is absent for an extended length of time, interim leadership of the committee is established promptly by special election at a meeting of the committee to serve the remainder of the term until scheduled elections in April.

Executive board

Functions

  • Decides and implements, rejects, or alters proposed policy changes or proposals received from the University Health and Safety Committee that require additional funding
  • Communicates with college and department heads about policy and regulatory changes that require implementation from the top down
  • Sends requests to study and make recommendations on health and safety issues to the University Health and Safety Committee
  • Acts as the WSU task force required by RCW 28B.10.569(5)(b).
  • The executive board will meet at the call of the executive board chair but not less than annually.
  • A quorum of greater than 50% of the voting members is required to conduct the business of the executive board.

Voting members

  • The members on the University Health and Safety Committee from each of the following: provost and executive vice president; vice president for research; vice president for business and finance; vice president for student affairs, equity and diversity
  • 1 faculty representative designated by the Faculty Senate
  • The chair of the University Health and Safety Committee
  • The undergraduate student member on the University Health and Safety Committee
  • The graduate student member on the University Health and Safety Committee
  • The member of the University Health and Safety Committee designated by the chancellors to represent the WSU Spokane, Tri-Cities, and Vancouver campuses
  • 1 staff member designated by the University Health and Safety Committee
  • The executive board chair will be the vice president for business and finance or his/her board representative
  • The chair of the executive board will call an executive board meeting as needed and when requested by the chair of the Health and Safety Committee.

The chair is nominated by the committee for approval by the president.

Responsible to the president through the vice president for business and finance.
